Basic strategy is an optimization table, not a prediction.
For a stated ruleset, basic strategy selects the available action with the highest expected value for each player hand and dealer upcard.
The chart needs a label
A defensible chart identifies deck count, dealer soft-17 rule, double restrictions, double-after-split, surrender and splitting assumptions. Without those, the reader cannot know whether a close decision transfers to another table.
What optimization means
The best action can still lose the hand. Strategy maximizes expected value across repeated comparable situations; it does not identify the next card or guarantee a winning session.
Insurance is a separate price question
Insurance is a side wager on the dealer holding a ten-value down card. It should be evaluated from its own probability and payout rather than from fear of losing the original hand.
